When does photographic evidence need to be backed up by physical inspection?
The short answer
Whenever the decision depends on something the camera cannot see. Renewal recommendations, persistent leaks with no visible external cause, suspected timber decay, and any question about fixings or underlay all need physical access. Imagery locates and documents; hands-on inspection establishes condition beneath the surface.

What this evidence cannot tell you
Photographs remain useful even where they cannot settle the question — they locate and date what was visible. The limitation is only that visible condition is not the same as concealed condition.
