When is a second roof inspection worthwhile?

The short answer

When a major recommendation rests on evidence you have not seen, when a leak persists after a repair, when a monitored defect needs re-checking, or after severe weather following an earlier assessment. Routine re-inspection of an unchanged roof adds little; re-inspection with a specific question to answer usually earns its cost.

What evidence should you look for?

Damp continuing after a repair was completed.

What it can mean
The original diagnosis may have been incomplete.
What else could explain it
Residual moisture in plaster and timber can take weeks to dry and look like a continuing leak.

A second inspection re-examines what is visible and accessible. If the first inspection could not reach an area, a second one will not either unless access arrangements change.
