Can a drone inspection help me get a second opinion?
The short answer
It can, and it differs from passing on the first roofer's photographs: you commission independent imagery, so the evidence is your own rather than a description of someone else's. Independent imagery lets a second contractor assess visible condition directly, and lets you ask both parties about the same photographs. It supports the comparison; it does not settle questions about concealed condition.
What this evidence cannot tell you
Where a recommendation rests on fixings or underlay, imagery of the surface cannot confirm or refute it.
