Can photographs tell me whether a roof needs replacing?
The short answer
They contribute, but they cannot decide it. Images can show widespread slipping, multiple failures and deteriorated coverings across several slopes, which is real evidence. They cannot show fixing condition, underlay condition or batten condition, and those are usually what actually determine whether renewal is justified.
